Plan B, I think must be, trying to insert or get some sort of SMALL provision that would alleviate the problem for vast majority of us, into some appropriation bill (Read some where there will be 11 appropriation bill taken up this summer) as the appropriation bill must have to pass for the government to function.
I would either try for filing AOS while visa numbers are not available with an extra fee of $1000… or recapture of unused visas from previous years and use them once without country limit might help. As long as we are not asking for some thing new or more, but like recapture, change of process to ease the current problem, etc might have a SMALL chance.

To answer your question Yes nuthing gets transfered. Every time its a new h1b there is no transfer of anything. You can have 2 or more valid approved petition from different employers but you can use only one at a time.
Pay - They are liable and USCIS can question them. All they will have to do is show that this employee (OP) was no show never joined the company so basically agree with you here.

You are talking as if IV made this change possible. This is nothing but conspiacy theory that you have made up. It was entirely CIS decision to reinterpret the spill over rules. I had never heard any of IV member on this forum or in state chapter updates talking about spill interpretation campaign. Discuss with them about IVs position on this issue and how soon they may take up this issue with high priority. Also they may advice you about the right persons (senators/Congressmen) to contact etc.
I advice do not use this forum to communicate with IV core team as you already know very well that there are many people who are already scared to lose their chance if your labor is approved.

My advanced parole is good till October 2, 2009. I have been in and out US 2 times, spent 2 months abroad doing finals in college. Am going to intern abroad, until October 28th.
Q1: What is the best date to reenter the US and renew advanced parole? Do I need to be in the US to renew AP?
Q2: How long do I need to stay in US after sending in my renewal? Do I need to wait the 3 months to get the new parole?

I was one among the people not attented the Plano meeting.I had to attend a very important family meet on that day. But, I didn't inform Niloufer about this.I am Sorry,Niloufer.

This is something a texas IV aspiring member has to go through. I am sure Amma was the participant of one of the successful lawmaker meetings. There is something wrong here when IV is so harsh on a contributing member like Amma.
I was one among the people not attented the Plano meeting.I had to attend a very important family meet on that day. But, I didn't inform Niloufer about this.I am Sorry,Niloufer.
I also spread the message of Plano meeting by pasting flyers in Irving India stores. I was ready to attend alongwith my family. But, for the last minute unavoidable family meet. I became helpless.

Dear all,
Please assist IV in this important initiative to bring DC's attention to our issues such as processing delays and delays due to retrogression. Who knows what will happen in future about immigration.. I just read that the senate is planning to come up with a commission that will control the legal immigrant limits...

It is all the more important to meet and let the senators know what we are going through so that they may think properly for the future.
I have already contributed a humble $50 for this advocacy initiative and will contribute again in first week of June. Please do your part in helping IV and in turn, yourselves.
